He changed the order of the strength and justice card so it could correlate better to the Leo and Libra signs. He also put only two individuals in the lovers card instead of three to reinforce the Gemini concept

Fun fact (I did not know) In researching this I found that the major arcana are numbered according to status in the moral consideration of the time. Also, the Chariot, The Lovers and Justice often get reordered.
